September 2016 President's Message

Dear Members,
Welcome to the 2016-2017 program year! I am pleased to be the San Diego Chapter President once again. We have a newly elected Board of Directors with a good combination of new ideas and seasoned veterans. The San Diego Chapter has a new Strategic Plan with a new Mission and Vision statement. Our Mission: “The NCMA San Diego Chapter’s mission is to advance the contract management profession in San Diego County. The Chapter provides educational programs to its local members, and fosters their professional growth and development through Chapter leadership, certification training, and networking opportunities.” In addition, the new Board has been able to reduce the cost of the workshops and seminars. This fall we start our new program year with some exciting topics and dynamic speakers.
In September we have Roger Duke, Vice President of General Atomics speaking on “Minding the Gap” between the prime contract and subcontract. Gaps and overlaps in subcontracting can be very costly for any contractor.
In October, we have a joint meeting with the Association of Government Accounts (AGA) to address the confusion surrounding the use of Consultants vs. Employees vs. Subcontractors vs. Vendors. A panel of subject matter experts will provide guidance is making wise choices in this area.
In November, William M. Pannier will speak on “Out of Scope Work” including Changes, REAs and Claims. He is a senior counsel in Holland & Knight's Los Angeles office. Mr. Pannier practices in the areas of federal, state and local government contracts.
FREE events this fall include three Contract Administrator Round Table (CART) meetings, held on the second Wednesday of each month. The CART meetings provide an open forum for specific questions and answers on contract management issues. We also have an Octoberfest social on October 5, and a holiday party planned for December 9, 2016. These are great networking events to get to know other contracting professionals in San Diego.
