  • Brittany Malowney - President

    Brittany is a procurement and supply chain management leader with significant experience developing innovative sourcing strategies for information technology, cloud operations, SaaS, infrastructure, hardware, construction, and professional services. Brittany is a Certified Professional Contracts Manager (CPCM) and has a Master of Business Administration (MBA). Brittany has worked in several industries, including government consulting, non-profit, and energy. In her current role as a Senior Category Manager, Brittany is responsible for an information technology supply chain portfolio of $250 million for California Utilities and Sempra Energy. Brittany is an Officer on the Board of Directors for Girls Rising, a non-profit that helps underserved girls achieve success through a mentorship program.

  • Rachel Wells - Vice President

    Rachel is a contracts professional with experience managing both Government contracts as well as domestic and international commercial contracts. Rachel is a graduate of BAE Systems’ Contracts Leadership Development Program, a three-year rotational program, and has her business degree from Tulane University. Rachel is a New Englander who recently moved to San Diego and enjoys distance running and exploring new restaurants.

  • Quintin Magalski - Secretary

    Quintin has over 13 years of experience in managing subcontracts and procurements supporting government contracts. He holds a BSBA with a specialization in Supply Chain Management from Bowling Green State University and is currently attending San Diego State University working to obtain a Professional Certificate in Contract Management. He enjoys hiking with his two American Shepherds, building robots, and international travel in his free time.

  • Samantha Nguyen - Treasurer

    Samantha is the current Scholarships Chair of NCMASD. Buyer at General Atomics. Over 20 years experience in managing and negotiating commercial and government purchasing contracts. She holds a BA in Economics and BA in Psychology from the University of California, San Diego. She is a native San Diegan and enjoys traveling the world in her free time.

  • Ryan Ouimette - Education Director

    Ryan Ouimette is a Contract Administrator at General Atomics. He previously served as Director of Acquisition Policy at the Aerospace Industries Association as a research associate with the National Defense Industrial Association (NDIA). Ryan holds a bachelor’s degree in government and politics and a master’s degree in public policy with a specialization in federal acquisition policy from the University of Maryland, and is a participant in the 2023 cohort of NCMA’s Contract Management Leadership Development Program.

  • Miguel Manzano - Membership Director

    Miguel is a desert native from Borrego Springs, California with 7 years of experience in Procurement and Global Supply Planning. He holds a Business Administration Degree with an emphasize in Supply Chain from California State University of San Marcos. He is also a member of APICS and is a Certified Supply Chain Professional. He is intrigued by the challenging and rewarding efforts with contracts and is the reason why he joined the NCMA San Diego Chapter. He wishes to continue to learn more and add another area into his supply chain experience umbrella. In his spare time, he enjoys playing golf, hikes, and trying new foods.

  • Mandela Byam - Events Chair

    Contracts Manager at Sapient Logic. He manages the contract management lifecycle, expands the company's footprint in the government space, and oversees all aspects of revenue cycle management for their healthcare clients. Mandela is a highly accomplished professional who designed the vehicle tracking system used by the city of St. Louis and received a Resolution of Recognition from the State of Missouri. He also serves as an Advisory Board Member for the Emerging Leaders of the North San Diego Business Chamber, where he encourages young professionals to become the leaders of tomorrow. In his free time, Mandela enjoys playing beach volleyball, traveling, participating in sports, and volunteering. He is a well-rounded individual who brings positivity and enthusiasm to everything he does.

  • Trey Croom - Website Administrator

    Trey is a Principal Manager of Contracts and Grants at Universities Space Research Association with a diverse background managing large defense contracts, commercial contracts, grants, and co-operative agreements. He holds an MBA with an emphasis in Finance from The University of Arizona, a BBA of Finance from the University of San Diego, and currently pursuing his Doctorate degree from Liberty University in Finance. He is a graduate of the 2021 NCMA CMLDP program. Trey also holds a Project Management Professional (PMP) and Certified Federal Contract Manager (CFCM) certificates. He has been a member of NCMA San Diego for 5 years now holding various positions. In his free time he enjoys golfing, mountain biking, and running.

  • Jaz Wesley - Past President

    Jazmine Wesley is an intrinsically motivated contracts professional whose work ethic promises integrity and an uncompromising commitment to quality. She is immediate Past-President of the NCMA San Diego, California chapter and has been an active NCMA member for 9 years. Jazmine first learned of the NCMA organization when starting an entry level contracts administrator role for a public aerospace and defense technology company. Over the years Jazmine has served various roles on the local Board of Directors for two NCMA chapters - San Diego, California and Baltimore, Maryland. She has 10 years of direct experience in contract administration and proposal management. Developmental career rotations in Business Management, Export Management, Procurement, and Subcontracts Management helped Jazmine garner a more well-rounded perspective in her contracts role.

    Jazmine furthered her education at Norfolk State University, American InterContinental University, and George Washington University. She graduated from the NCMA, Contract Management Leadership Development Program (CMLDP) in 2021. Jazmine is resilient and purposefully driven.

  • Quyen Tran - Fellows & Awards Chair

    Quyen Tran has over 20 years’ experience in the areas of contracts administration, subcontract administration, export control, government property administration, and facility security. She is an NCMA fellow and has been an active member of NCMA since 2003. She has served on the San Diego Chapter Board since 2007.

  • Anh Hoang - Advisor

    Anh is a Procurement Manager at General Atomics. She previously served on the NCMA San Diego Board of Directors as the Secretary and Membership Director. She has over 16 years of experience in supply chain management in the commercial and government industry. She is a forward thinking, humble leader who serves her team to provide support, provide resources and guidance to execute and manage procurements. Anh is a native San Diegan who spends her free time as a Troop Leader for the Girls Scouts or you will find her outside exploring the beaches and mountains in Southern California with her family.

  • Kristy Schultz - Advisor

    Kristy Schultz has been a Contracts Administrator approximately 15 years of experience. She has experience with both Government and Commercial contracts. Prior to becoming a Contracts Administrator, she spent two years project controls analyst and billing specialist. She has her bachelors, MBA, and contracts certifications through SDSU. Kristy has been an active member of the NCMA San Diego chapter since becoming a Contracts Administrator and has been a contributing member of the Board of Directors for about 10 years.

  • Carlton Rand - Advisor

    Carlton negotiates and manages complex R&D contracts for General Atomics. His work requires collaboration with DOD, DOE, national labs, universities and international entities. He is a Duke Grad, NCMA CMLDP Honor Grad, and advocate for continuous learning and growth. Carlton enjoys boxing recreationally, attending concerts, and traveling in his free time.
